CACEO's Basic Certification Course sets the standard for Colorado’s Code Enforcement professionals by providing quality instruction, training, and testing.

This three day course provides standardized instruction and testing for Code Enforcement Officers new to the field or to those who have not yet received a CACEO Basic Course Certificate.  Many jurisdictions in Colorado now require CACEO Basic Certification one year from date of hire.  Certification requires successful completion of the written exam on the last day of training and is maintained by earning Continuing Education Units (CEUs) annually.  

     Registration and Refund policy

  • No refunds will be provided for cancellation of registrations made later than 60 days prior to course start date.
  • Registrations must be submitted on-line and paid only by credit card.
  • Refunds will only be made to the credit card used for registration.
  • Registrations may be transferable with prior coordination.
  • No adjustment of registration fees will be made for providing own materials or limited course attendance.
  • Course registration is open to both Active and Non-Members of CACEO. (2019 Basic Course is $375 for members, $400 for non-members)

  • The core topics for the Basic Certification Course shall include:
    • Communication Skills
    • Environmental and Personal Hazards
    • Recognizing Animal behavior and Illegal activity
    • Report writing
    • Legal aspects of Code Enforcement
    • Neighbor law
    • Courtroom procedures
    • Officer safety
    • Courtroom testimony

      *Other class topics may be included as time permits or trends change.



Test policies


  • Exams shall be administered in "written, open book" style.
  • Test standard is Pass/Fail with a minimum passing score of 70%.
  • Exam shall consist of 50 multiple choice questions with a one hour time limit.
  • The exam cannot be taken prior to or at any time other than the scheduled date and time.
  • Grading of exams shall be only after course completion and conducted by at least three course administrators.
  • No re-testing will be given for test failure, in order to achieve a higher score, or any other reason.
  • Students shall only be notified of exam results by mail.
  • Exam results will be mailed to the immediate supervisor as recorded on the student’s registration.
  • All persons passing the exam shall receive a certificate of successful completion from CACEO.
  • All persons failing the exam shall receive a certificate of course attendance from CACEO.
  • Exam shall be proctored by no less than three course administrators.
